HTML Guide for xml:lang

When the attribute “xml:lang” in no namespace is specified, the element must also have the attribute “lang” present with the same value.

xml:lang
lang
xhtml

Elements that have the xml:lang attribute also need a matching lang attribute. In HTML5 documents, using just the lang attribute is enough.
