Accessibility Checker upgraded to Axe Core 4.9

We've upgraded our Accessibility validation servers to the latest version of axe-core, 4.9, which improves color contrast checks and fixes some bugs from previous versions.

As usual, you don’t need to do anything on your side to update, we’ve upgraded our servers with this version so they’ll run automatically in your next reports.
